About
The PAGA Review is a single-author legal publication providing defense-side analysis of California PAGA, including the 2024 reforms enacted through AB 2288 and SB 92. This opening edition contains five analyses originally developed in February and March 2026, with source corrections and a rulemaking update published October 18, 2026.
This edition focuses on statutory analysis and regulatory developments. Publication dates identify the original articles; revision notes identify substantive updates. It does not present a database of decided cases.
Author
Arthur Karadzhyan is a California employment defense attorney (Cal. Bar No. 353639) whose practice focuses on PAGA representative actions and wage-and-hour litigation. Admitted to all four California federal districts. UC Berkeley honors graduate. Full-tuition merit scholar at Pepperdine University School of Law.
Career path: plaintiff-side wage-and-hour class actions → defense-side employment litigation. This cross-aisle trajectory informs the analytical approach — every defense argument is stress-tested against the plaintiff’s most likely response.
Methodology
Statutory text, chaptered bills, legislative committee analyses, court opinions, and agency rulemaking materials are linked from the articles. Proposed regulations are distinguished from enacted law.
Analysis is defense-oriented. The publication does not claim neutrality — it identifies opportunities, risks, and strategic implications from the employer’s perspective.
Corrections
Factual errors are corrected promptly. Substantive corrections are noted at the top of the affected article. Report errors to arthur@arthurkaradzhyan.com.
